In general, a Master's Degree alone isn't enough to qualify for a GS That level of education would generally qualify you for a GS However, 'qualified' means you meet the minimum requirements. You still have to compete with all the others who meet the minimum qualifications, and some of those will probably also have experience.
On the positive side, though, your experience does not have to be in the federal government. If you have the degree plus several years of work experience that could be tied to the duties of the position, then you may very well qualify for the GS If the KSAs or e-questionnaire items match what you've been doing, go ahead and apply.
